Dept. of Neighborhood Development provides services and programs through five operating divisions:
The Office of Business Development (OBD) revitalizes neighborhood business districts. This Division supports the work of the City's innovative Main Streets program, the Blue Hill Avenue Initiative and the Boston Empowerment Center. It offers financial and technical assistance for existing small businesses and startups. It also assists non-profit organizations with matching capital funds to improve their facilities.
Neighborhood Housing Development (NHD) works with non-profit and for-profit partners to develop and preserve affordable housing and create neighborhood open spaces. It enhances neighborhoods by renovating abandoned properties and providing housing and services for vulnerable populations.
Real Estate Management & Sales (REMS) manages tax-foreclosed land and buildings and conveys these properties for private use as well as for housing and commercial development. REMS' Land Management Program cleans City-owned vacant land pending disposition in order to protect the public health and safety and prevent blight. The enhanced land management component transforms blighted properties with no planned redevelopment into a community open space asset, through hydroseeding, installing fences, mulching, etc.
Homeowner Services (HOS) encourages strong, stable neighborhoods by providing homeowners with financing and technical assistance to maintain and improve their homes.
Home Buyer Assistance (HBA) provides first-time home buyers with information and financing assistance.
POSITION DESCRIPTION:
Under the direct supervision of the Controller, the incumbent will oversee the functions of the Division's Accounting/Payroll Unit. Duties include, but are not limited to: reconciling the department's financial records with the City's Peoplesoft Financial System; accounting for the amounts authorized, received and due from various Federal, State and other granting authorities; tracking of all cash receipts; preparation of all department payrolls and payroll allocations and serving as backup to the Accounting manager. Performs other related duties as required by the position.
REQUIREMENTS:
At least three (3) years of work experience in accounting and payroll is required. Experience in municipal accounting and/or grant financial management preferred. Knowledge of financial management systems, personal computers and financial software preferred. Excellent communication, organizational and interpersonal skills preferred. An intermediate level of understanding of Excel or equivalent, word processing and Access is strongly preferred. Prior experience with Access or other database management systems is helpful. A Bachelor's Degree in Accounting, Business Administration or a related field may be substituted for two years required experience. BOSTON RESIDENCY REQUIRED.
Pay and Hours:
Union/Grade: N-22 01, 35 Hours per week, Minimum Salary: $844.62, Maximum Salary: $1,209.82
